We decided to buy a 383 stroker engine on eBay. Found one that was being advertised by West Coast Parts in Greenacers, Washington.

We had some questions on the engine so we decided to follow the instructions on the ad on eBay and called the phone number that was shown. Once he answered all my questions he said he would send me a Paypal request and we just needed to send the deposit and he would hold the motor for me as shown on eBay.

We placed the deposit of $500.00 through Paypal. Once we did that we checked to be sure it was going through eBay - our email correspondence is below:

Us: We sent the deposit for the 383 stroker 425 hp - I don't see it in my recent purchases in eBay - is it because it's only a deposit or an error on eBay's part - if so I'll contact them - please let me know. (We didn’t want to buy it directly because we wanted the protection eBay provides in the event something goes wrong.)

His response: You are buying direct. If you want to go through eBay you'll have to pay the price on the eBay listing plus a $350 core charge and a $180 crating. Buying direct we waved those fees.

We were sent the new invoice – it was supposed to be a two year warranty and now we saw that it was one year.

We began to find it suspicious that when we Googled his company name nothing was found in addition to when paying through Paypal it was being sent to someone by the name of Katie Roby who supposedly is associated with this purchase along with james tanner (who we believe is James Cecil Roby).

We feel he is very dishonest – he is trying to take customers away from eBay by selling directly. Once you question him he says you are buying direct to save money – we wanted the eBay warranty. He has now inflated the price so much we don’t want the engine now. He will not return the deposit. We have done some further research – he keeps changing the name of his company not to be found anywhere. Whenever he gets a complaint he changes his business name.

West Coast Parts Cecil James Roby aka Cecil James Roby aka Jim, is a rude and dishonest individual who is only out for himself. Jim does NOT stand behind what he sells and he will lie to you. For someone who claims to have been in business for 30 yrs, is actually 43 yrs of age and works out of his residential home in Greenacres, WA. We are an actual business who from Jim (dba WCP-West Coast Parts) online through eBay. We were looking for a performance engine for our customer. The engine is so far doing ok, but the cheap "China" knock off starter turned out to be defective.

Keep in mind, we have a customer to appease and follow through with as promised. However, He made several attempts in reaching out to Jim, and left him a few messages. However, no return calls were received back. After about a week, we phone him again, only this time we contacted Jim on a different phone line. Jim finally answered the phone, but after announcing who we were, Jim was rude, extremely unprofessional and down right verbally abusive! When we requested a replacement starter, we also asked him for a return shipping label and to confirm his address... he responded by ask me if I was lazy and subsequently told us to F*** off!

At one point he argued about the return shipping label and told us that we did not pay full retail. However, we're a business and we're not the end user, but regardless, he was NOT willing to stand behind his starter, which was NOT marked or stamped. Therefore, we couldn't even contact the manufacturer if we wanted to. This is synonymous with parts from overseas China. Just to add, Jim got so rude with us on the phone, that he hung up. I phoned him back and informed him that we would be contacting the WA Attorney General's office. Jim laughed, and I just hung up. Jim then phoned us back, and my tech (Bill) answered the phone. Jim ranted on and told Bill to F*** off as well. I then grabbed the phone from Bill and informed Jim that this was NO way to speak to his customers and that I was definitely contacting the WAAG.

He phoned back, but we did not answer the phone for any further outrage from JIm. About 3 1/2 hours later, I received a text message from Jim, indicating how stupid we are for contacting the AG office and that they would probably laugh at us. The AG offices take matters seriously, and as far as Jim's concerned, he found that his back ground did NOT favor to well, and that he has prior complaints over the same issues. Beware and think twice before you buy anything from this person or consider doing business with. We are are only expressing our experience, which just so happens to share a common concern with others. Regards
