Hello my name Debra Echaves,

I was given a TOS (Termination of Service ) from Jessie (Cordinator for PMC womens housing unit.

My complaint is as follows: On Feb 21, I witnessed a cat owned by one of the residents , being severly being abused by its owner. The cat had been placed with a harness, donated by one of the residents which had cut into the cats skin. The cat previously was fitted with a collar that was much too tight, and then it was literally drug around where ever the owner needed to go. This was witnessed by everyone at the village, but nonthing was ever done. On numerous occasions complaints were made to staff about the abuse, but only told, staff would take care of it. Animal control was called, and only responded once, at which time it was also placed with a harness, but later removed by the owner. I was told by Jessie that I removed a service animal, ( a service animal must have papers, and there were none), it must also have had its shots and be dewormed, it had none.

I was uphauled when the cat was only allowed a capful of water, not a cup, but a capful, and only when she saw fit. There was never a bowl in the room for the cat to drink from. I also witnessed the cat pooping in a litter box, and then pulled to the top of her bed while the cat was still in the process of pooping. I saw her poking at the cats eyes, (which she explained to Jessie, its a game they played). And at bed time, she would hold the cat against it's will and literally lay her entire arm on top so the cat could not get up, This poor cat would flap her tail so hard to get away, that the owner would bang her elbow against the cubical wall trying to restrain it

On Feb 21, after witnessing the bleeding wound on the cat, I told the owner that the cat needed to get to a vet, instead she took the cat to the clinic at the village. Jessica, a staff member for PMC was walking by, so I asked her to look at the cat, she hesitated. I proceeded to inform her that the cat was severly injured, after begging her to come and see the cat, she did so. While in the clinic, I asked her to check her out, but she didn't. So I asked the owner to please pick her up so Jessica could see her, she refused.

At that time Jessica asked me to wait outside the clinic, and observing from outside Jessica never observed the cats wound. When Jessica came out, she had no plans to talk to me, so I yelled to her, "So what's going to happen"? She didn't reply, so I yelled to her, "If you don't call the animal control by 12:00 pm, then I would". When 12:00 came, and no one responded, I saw the owner take the cat back up to dorm, while she doing so, the cat was nawing at the harness, because it was cutting deeper into her skin.

I later went upstairs to check on the cat, and the owner was in the shower, so I took the cat and left the building, Jessica was at the desk, but said nonthing. Later when questioned by Jessie "what did I do with the cat", I told him I let it go into a safe enviroment. The reason being I didn't want him to bring the cat back to the owner. I placed the cat in a good home, where she is just as happy as can be.

The way Jessie runs this section is nauseating, which brings me to a few more complaints about SVDP. In the womens dorm, the pipes above the womens beds, are constantly breaking, allowing for raw sewage to spill on the beds where these women sleep. The pipes are leaking from the 3rd level mens dorm. This causeing the women to have to relocate to the TV room, where the fire marshalls, have specifically warned there is to be no one sleeping in that room. They will hire no other company, except for the one they have been useing.

Here is one more for the report, when it rains the elevators goes out, leaving the wheelchair bound no way out. They are not allowed to leave the dorm, unless someone helps them out. Recently the women that use walkers are not allowed to use the elevator, even when in use. Last rain storm, the only wheelchair bound lady at that time had to be let down by the paramedics, which staff was told to do so, or the lady was going to call the police, and involve the news if need be.

There is absolutley no way to get air in there, the windows are sealed shut and double glassed, so there is not way out. The air condition is never working, the restrooms have no ventelation, the ladies are not allowed to disinfect the bathrooms with any kind of disinfectant, the list goes on and on. My concern is for the women as well as the animals, there are so many animals up on the floor. The animals are allowed to eat with the public, at a designated table, that in my eyes, is not far enough from the population

Paper work is falsified, for instance, when i was told to leave on the 25, after being suspended since the 21, I needed paperwork to apply for general relief. I needed an exit paper stating so. After being shuffled around for a few days, I was handed one that stated I received services up and until March 6, 2019, which was completely false. Once again I was told to leave on Feb 25 for good. My bed was unoccupied untill March 7, when a friend of mine told me she was assigned to my bed.

I believe that SDVP needs to investigated throughly, especially if they are being funded. I'm sure in doing so you will ,more than likely come across more violations. This place is definately not suited for wheelchair bound people. It's a crying shame to allow this to continue. Please try to help these women.

I wonder if the people who donate to SDVP would appreciate knowing their hard earned dollars are in the worng hands.
