Between Mar 2016-Jan 2018 Carol S. Ewing-Woods, RN has repeatedly electronically accessed her younger sisters Medical Records (most recent Dec 2017). The younger sister has NEVER been a patient at Depaul Hospital yet, Carol Ewing continues to electronically stalk her. A HIPAA (Peggy Lee signed off) complaint was filed in 2016, but hipaa refuses to do their job/ refused to investigate. Complaint(s) were filed with SSM Health Corporate (parent company) in April 2016 but nothing was done, yet, there are no LEGALLY written Authorizations for the invasion.
Initially, the SSM Health complaint was completely ignored, so several efforts were made in 2016. The two haven't spoken in years and Carol has made no effort to communicate with her but, she psychologically thinks this is normal and legal. Apparently, everytime Carol is caught she has a "temporary" emotional breakdown, completely playing the victim. At best, Depaul Hospital is corrupt, valuing insanity over Federal Law. Again HIPAA (peggy lee) was notified about June 2016.
