Paid $600 for insulation job Nov. 9/19. He rescheduled, did not show up. I have been texting him since Dec 22 for a refund. I am still texting him. He has promised to pay back on two occasion in Feb. He met me on Feb 16 and gave me $50. He continues to ignore my texts.
When responding he says he does not have nor can he tell me when he can pay. My husband had to call from his phone because he will not answer mine. It has been 4 months and counting. We are seniors with health issues and living on SS.
We cannot give $550 away to anyone. We need the refund ASAP. He doesn't seem to care. He appears to always be busy. I don't understand how he let this happen.
Chad Rutledge and Patriot electric was hired to supply new wiring from our house to the dock, inspect the wiring on our dock and make any changes/upgrades to make sure our dock was safe and met code. He claimed to complete the work and was paid. We also paid him to move our electric service from the front of our house to the garage.
It was then discovered he never had the proper permits. When he found out that we new about the permits he never came back to complete the job. We ended up paying another company to come in and finish the job. Upon their inspection it was discovered that the work Chad had claimed he did was never done. I finally was able to reach Chad again by contacting his wife. At this point Chad blamed everyone else but himself, because rude and angry and eventually threatened me.

Wire the boat dock up to current code.
