I have had a delaer's license for a few years now and only sell a few cars a year as a sideline business. A vehicle went through Manheim PA's auction on Friday that I bid on. The 2011 BMW car that was given a CR rating of 2 that referenced a report done by a Manheim Inspector TGROFF1" on 11/2/17. Though a 2 is a middle of the road rating, it is not horrible but not great either. It did state the car did run and was drivable and was as-is for paint and body imperfections. It referrenced the CR2 on the Manheim listing which I placed a proxy bid of $9000 on that day. The car apparently did not sell on live auction that day (for reasons I can now understand) and since the vehicle was in my workbook, it was still available yesterday and was open to offers through Manheim to the seller Progressive Auto of PA yesterday.

Upon placing an offer through Manheim's site, the seller accepted.

The initial CR report I read then changed and linked to the seller's OVE listing. The new CR there said "incomplete". It then also stated in additional notes that the car would need to be towed, though above on that report it said "runs and drives". I immediately called Manheim to ask where the original CR done by the Manheim inspector went and that the auction listing and especially the OVE listing on their websites was totally misleading and deceptive. I was told " the seller can delete or change any part of the listing including the CR they feel necessary at any time". Obviously that should not be after the fact of placing an offer on the vehicle. Manheim then proceeded to tell me "runs and drives" could mean as long as the vehicle starts, "it can be billowing smoke and only be able to move at 5mph." That is not acceptable, nor either is the fact Manheim allows false and/or deceptive information to be used in considering making a purchase decision.

Many of the listing's on Manheim's sites say "seller disclosure" on the listing. I run the other way when I see these, because they are primarily vehicles that dealer's CAN NOT sell or have problems beyond the scope of any profit possibilty on that vehicle . If I see a CR rating, I know a Manheim inspector has evaluated the vehicle and I am confident to place an offer. In this case, there was never a completed CR inspection done though both Manheim Auction listing and the OVE listing still both referenced and advertised that 2CR number to value the vehicle which is the only reason I proceeded with an offer in the first place.

I explained all this to a Manheim representative who's solution is basically for me to make and pay for the purchase, then turn around and do the same thing to another unsuspecting dealer. He also told me this vehicle was from their Total Resource Auction which sells salvage title and non running vehicles. That was never stated any where on either listing! I refuse to be deceptive to dump this vehicle on another dealer that way. Though it seems common practice at Manheim, I refuse to do it.
