On or about 29 May 2013 I engaged Investigative Solutions LLC to determine the whereabouts of Shirley Loggins, who, with her son, Shamus Chapman, stole approximately $6000 worth of personal property from me. Mr. George gamble was the investigator. They required a retainer of $1000, of which they stated $500 was non-refundable. After a few day, I was informed that they had been unable to locate the persons.

I myself located Shamus Chapman, who had been incarcerated in the Gwinnett County Detention Center. Mr. Gamble arranged an interview with him. On 20 August I received a report from Mr. Gamble, the summary of which was: RESULTS OF INTERVIEW: Subject Chamus (sic) did not provide any information which would allow this investigator to ascertain the location of items stolen from client.

The report claimed 130 miles of travel, and 4.5 hours of time. The initial agreement stated that $0.71 per mile would be charged, and time charged at $85 per hour. Back in march, I had engaged another investigator, who performed all the database searches that she could legally do, and charged me $35.00. She stated that such took only 30 minutes.

The main office is at 1401 Peachtree St. Atlanta. Distance to the detention center is 29.3 miles; travel time 35 minutes. The company (abbreviated ISLLC) and Mr. Gamble charged mileage and time from the Peachtree Coty office; 66 miles and 1 hour 17 minutes, respectively. I feel that this is padding the bill, and that the legitimate charge should have been for 60 miles and 70 minutes. Judging by the substance of the report, Mr. Gamble probably spent about 1.5 hours at the jail.

The database searches and travel time from the ATL main office total 100 minutes. The interview at the jail, 90 minutes. I'll give Mr. Gamble and ISLLC the benefit of the doubt and spot them 20 minutes; so 110 minutes at the jail. Total time spent on the case is 210 minutes, or 3-1/2 hours. At $85/hr, that is $297.50. 60 miles at $0.71/mi is (I'll round up to $0.75/mi for ease of calculation) $45.00. Total is $347.50

They state that $500 is non-refundable. However, I was the locator of Shamus Chapman. I did that work. And they knew that some very important family items from 1890 to 1925 were stolen, including a family bible in German. They also knew that I had been kicked out of my own house because of a false (perjured) complaint by Loggins. As a company which also professes to adhere to Christian values, which include compassion and charity, I feel that, taking all of the previous into consideration, they should refund me at least $600.00, and ideally the entire $652.50 difference. That would be the honorable thing to do.
