Homes for Independent Living, LLC, is a For-Profit business that provides Certified Based Residential Living Facilities and other living situations for people who have disabilities. They are in many different counties in Wisconsin and are appartently growing.

This agency, in my opinion, has very low quality standards. The majority of their hands-on care staff only have high school educations, with a brief certification. The group home managers who are responsible for their supervision do not have much more education than the regular staff crew. The degreed managers or directors, have very low standards of quality care, despite having to follow the Department of Health Services statues for quality of care, resident rights, and many other regulations.

This agency does not follow the laws closely, when it comes to the residents' rights. HIL employees administered wrong medication to a resident, did not follow legal criteria of how to document particular types of medications on the residents' service plans, and their staff did not read new doses of prescribed medications careful enough to notice when doctor orders changed. These legal incidents caused the facility to pay a fine and the information is posted on the Wisconsin Division of Quality Services website, which lists all of the residential facilities in the state.

The HIL corporate office is difficult to navigate when looking for customer assistance and service. This has included trying to obtain a blank consent to release medical information or when trying to contact a particular department for general information.

The agency did not care to complete a required annual, individual service plan within the required 30 days after admission. The staff left off cruicial information pertaining to the resident's allergies, status of power of attorney for health care, power of attorney for finances, the representative payee information, and particular important health diagnoses and conditions.

In my opinion, this agency simply does not hire enough staff who hold adequate levels of education and training. Due to their lack of proper leadership and training, they fall out of compliance with state laws. Yet, HIL continues to hold contracts with departments that are supported by the local tax payers of Wisconsin. The facility also bills some of the individuals who live at their facilities for each day they reside at the facility or hold a bed open for them. Despite this, they receive handouts from the local food pantries.

Their entire process of care from the resident admissions contracts to the discharge summaries are a complete disgrace, in my opinion. The state only does quality audits and tours every couple of years for each facility. HIL, in my view, takes advantage of very little state auditing and provides an extremely low quality of care, while bragging about their employee stock options.
