On May 20th I had Dan Surber of Dan's Plumbing (also know as Captains Plumbing/Captains Concrete) come and bid on a project. He inspected the project which was to fix the main service line to the house.
He quoted $1800 and wanted half upfront. He stated he was a licensed plumber, leading me to believe he would be acquiring all the necessary permits and inspections.
After waiting 51 days and having to threaten to involve a laywer he finally finished the job. He made constant excuses as to why he could not start/work on the project.
Once completed when asked for the permits and inspection report he said I told him he did not have to in order to save money. He had already reburied the line without inspection. During the repair they damaged the front sidewalk and did not repair it. Once confronted he started to harass me by phone threating to turn off the water, to the point I had to block his number.
Needed a patio extension poured. Called Dan off a CL ad. He quoted over the phone, but we requested he come out and take a look before committing. Said he would have it done in 2 days. 3 weeks later I have a torn up backyard and no concrete. Excuses are plentiful every single day why he can't come finish it. Was quick to take the money, but not return and finish the work.
We needed a new concrete driveway and patio installed and I contacted Mr. Dan Surber, the owner of Captains Concrete. I later found out that he also runs ads for Plumbing work, Kitchen remodeling, Basement Water damage and a few other things that I'm now sure he knows nothing about. He is located in Springfield Ohio and the project was located in Cincinnati Ohio. I made it a point of asking him if he was sure he didn't have a problem driving down to Cincinnati to do the work and he said he did not. he runs ads on Craigslist and you may find ads on other internet sites.
He had e-mailed me a price after he looked at the work. I asked him to meet me at the house to go other the project before I told him to proceed, just to be sure he knew the scope of work. When I met him at the house he said he would required one half down payment before he started and the final amount after he was done.
This was a $4,000 concrete project. I told him I could not do that but I would give him half of the money when he demoed the old concrete and got the area ready for new concrete. He called me the first day of work and said he needed to pay his guys and would need some money then. He said he would be back the next two days to finish the project so I gave him some money. After he got the money he never did show up again to do anything else. He didn't even finish the work he was already paid for. He also left all the old concrete in piles al over my yard. I found out later that he had hired a guy down the street from me to provide wood forms and install those concrete forms. Some of the forms were installed but not even finished and the guy down the road he had hired said the forms and steel stakes also belonged to him and that he would have to remove them so he could use them somewhere else, before Dan Surber installed my concrete since Mr. Surber would never come back. I also found out later that Mr. Dan Surber of Captains Concrete has also scamed other retired older people by taking a down payment and never showing up to do the work. I am in the process of trying to get their names and addresses so maybe we all can file charges on Mr. Dan Surber and put him in jail before he Scams other retired older people or anyone else for that matter. I am also contacting the State of Ohio and Filing charges and maybe locking Mr. Dan Surber up in Jail. This is going to be a long process but I will take it as far as I can, no matter what the cost. This guy has been scamming people for years I'm sure and he has to be stopped. I tried contacting him for a couple of months and he kept saying he would return to do the work but he never would show up. All he wanted was the down payment money and then he was gone. I am a retired person and I will spend all my remaining days going after this guy. This is not right to do this to anyone much less older people who don't have enough money to live on as it is!! Watch out for Dan Surber, Captains Concrete, Captains Plumbing and a few other names I'm sure he going by. The phone numbers he has used is 937-460-5399, 937-591-2185, 937-523-0720. One of these phone numbers is a throw away phone so you cannot get any info from tracking down that phone number. Stay away from this guy!!!!
