I wanted to replace the seawall and build a new covered dock with boat lift and remove a large tree. After a referral from a former acquaintance, I chose to go with Troy Raia who presented a business card from American Docks, LLC. He spoke highly of his work and advised I look at other projects he was near completing. We agreed to a contract in August and I paid the initial down payment in August 2017. He stated he would pull permits and provide all drawings. This delayed him starting until December 1st, 2017 as he stated the county is slow. He stated it would two months, three months tops after beginning. I wrote a check to Decks and Docks of Merritt Island FL for the purchase of seawall material in December 2017 along with another check for labor costs.
In December he showed up a total of seven 1/2 days. This was mostly to cut down the tree for removal and remove the old dock. The seawall finally began in January and he completed approximately 90% before he wanted to begin the boat dock. He again asked for more money and to order the dock material from Decks and Docks of Merritt Island. I wrote those checks and the dock material showed up and his workers spread it across the back yard. This material slowly disappeared and I saw him on my security camera removing it in small quantities. He stated the wood was molded (how the hell does treated dock wood mold) and he would provide new wood. February and March he only showed up to put in the pilings and the roof frame was put on with roofing paper on top. No shingles. During the early months he would state “all will be competed in 2 weeks”.
First week of April he asked for an additional check to purchase more wood to finish the dock. I already had paid him but at this point what is another thousand dollars to get this finished. Within days of this wood arriving he removed eight 2x10x20 boards for reinforcing the roof with six 2x10x16 boards. Four of those disappeared as well. It is now six months into the project and the seawall is where it was in February, the dock is 95% complete, the roof still has no shingles, the roof is not reinforced on the inside, there is no lift (or any parts), the yard is a disgrace. I checked with the county and there was never a permit pulled or architectural drawings submitted. I had to remove the tree stump myself AND he has not been here in a month. His only response is "people owe me money and have not paid". I PAID HIM FOR WORK AT MY HOUSE! He is taking money from the next job to finish the ones he has started. On top of everything else, my chainsaw was taken! I am a single woman and he has absolutely taken advantage of me. I should have performed a background check on him and his fraudulent company before I paid him a dime. I advise everyone to do research and avoid this company. Both are frauds!
