Well today i recived a payment request to pay a toll that I know that there is no way it could be true. I live in Azusa,ca. I know that i was not in San Diego and neither my car. I have not even sure how my plates could even be shown. Now that i see there no number to contact. Or that they dont send a photo of the violation.

This is the email I sent to them today after receiving their Notice Of Toll Evasion:

Dear South Bay Expressway,

I received your Notice of Toll Evasion - Payment Request today for Citation Number C131155334 in which you stated that I used the toll road without paying. Please let me explain what happened. I am not familiar with Chula Vista, and only visited that area to see President Bill Clinton who was present at Bonita Vista High School that morning in an event held for Hillary Clinton. On my way back to the North Coast area of San Diego where I live, since I was not familiar with the Chula Vista area, I used my GPS on my phone and it told me to go that way using the Toll Road, but didn’t say it was a toll road and as I approached, I think I noticed it was a toll road, but it was too late for me to back up, and there was no option for a u-turn.

I was stuck and had to go on the Highway. The gates should have been down, forcing people to pay and there should have been staff there, but there was no one, and the gates were up, and I didn’t know what to do as I am not familiar with toll roads, and never use them, so since there was no one to ask, I just went ahead. I was thinking that I don’t want to be on this toll road, as toll roads usually cost money, and I avoid them, but I had no choice. I did not intentionally evade paying, I just didn’t see anyone there to help or give me information, and did not know where to pay or how to pay a toll fee. Please can you waive the fee or just charge me the $2.50 as this was not intentionally done? Please let me know.

Toll Violation

I let my friend DRIVE my car to his doctors appointment and I was in passenger seat. He pulled up to the toll and paid. Next thing I know I received a toll for evasion notice for 42.50. I have been calling (619)661-7070 since November 8,2019. These people will not answer their phone. Does anyone ever get SOMEONE on the phone? Are they a scam ?

I was in San Francisco and my car was parked at park and fly. I have proof of flights, hotel check in. They send me a violation for $2 toll with $40 fine. Can you send a photo that my car was actually on that road ever, let aside that date.

South Bay Expressway Toll Evasion Notice

Received notice of toll evasion on August 9, 2018. Thought it was junk mail since I live in the Bay Area and South Bay means San Jose to me. Thought it was new road for Bay Area. When I opened it up I immediately thought it was a scam and phoned my local police and highway patrol to see if they knew about it. Also checked my car to see if plates were still on....in case they were stolen. Police said no they had not heard of the scam. Wrote letter to South Bay plus letter to my state senator and state assemblyman and Laurie Berman, Director of CalTrans since this is my second notice in 4 months. Also sent notice to a Bay Area TV station. These toll roads are running big scams trying to shake down people for money. First notice for toll evasion was one for a Bay Area road. That one was labelled error. Called up

South Bay office to complain and they immediately told me it was a mistake. I asked them for proof and they said they do not give pictures of incident so essentially one is accused and there is no evidence of offense for one to see. Both were sent in error to me. Why aren't these people more careful before sending out notices. This South Bay office told me they would flag my license to double check if my plates ever come up again...all of these toll offices are so cavalier.....burden of proof is on you not them. They threaten with fines, bill collectors and threaten to withhold DMV registration. I have not been to San Diego area since 2010 nor was I ever on Bay Area road .

In the beginning of July 2018, I started receiving ticket violations by mail for nonpayment of toll. I know for sure it's a mistake because I DON'T OWN A VEHICLE! Come to find out that it was a car I had got from CARHOP in National City but returned to the dealership a month later in Jan 2018 because it was a LEMON, that was resold and kept in my name. So I assumed it would be easy to clear the tickets. Just prove I returned the vehicle right? WRONG! THEY SOMEHOW DETERMINED THE CITATION IS VALID. I don't understand how I'm expected to pay for tickets for nonpayment of toll on a car someone else has owned since Jan 2018.

We received a Notice of toll evasion for a location about 7 hours away from us in San Diego from South Bay Expressway, the date of the toll evasion was 3/24/2018, the date of the notice is 4/11/2018 and per the noice, if payment is not recieved by 5/2/2018 the origional $2.50 toll will then be 102.50 and if not paid by 5/26/2018 they threaten a hold on the DMV registration. I read another complaint, similar to our story, where the person was not even in the vicinity and the company did relieve them of any financial obligation, however, I read a response, supposedly from a member of this company admitting the technology is outdated and imperfect and these errors are happening all the time. If this company is subcrontracted by the State, and have access to reporting to the DMV, and the DMV is willing to take action on their behalf, perhaps the agencies could get together for a system improvement plan. If the license plate read is XXXYYZ and the vehicle make to that license is a Mercedes, but the vehicle that passed through is a Yugo, why is there not some type of alarm that would sound in your internal system stating that the video and reader did not match vechicle types? This is erroneous billing by South Bay Expressway but if the State is involved in contract with them, then the State should also be taking accountability.

This is a huge problem not only for those of us who have never even been to San Diego in our adult lives, but also for those who live there locally and are being sent erroneous billing. How many people choose not to fight and just pay it in fear of the implications if not paid? There are likely thousands of people affected by this and thousands of dollars sent in on false billing annually. We will appeal, but are considering a class action law suit. I have been sent multpile toll evasion citations since the beginning of 2018. I dont even travel on toll roads let alone travel to San Diego!! I just received ANOTHER notice today 3/2/18 informing me of a "delinquent” toll evasion violation. So i called my bank to check transactions made on such "violation date and time” and what do you know, i was at the supermarket literally down the street from my home in Redlands, during the time of "violation”....pretty impossible for my car to be in San diego going down a toll road at the same time!! Short story long, these notices are BOGUS! Make sure to INVESTIGATE any and all notices especially from South Bay Expressway. Do not send them money!

I received a notice of toll evasion requesting payment for a $2.50 toll. The letter claimed that I was in a certain location on a date and time that was not true. I live over 200 miles away and had no business in San Diego on a weekday. This letter definitely looks very fishy and not legitimate but I will contest it and request for an administrative review. It's unfortunate that I have to waste my time contesting and wasting a stamp to send back to them. I am very curious as to how they obtained my vehicle information. Perhaps this is just a case of transposed vehicle license plate numbers.

It began when we moved to Chula Vista, CA and it has been a never ending problem. From the months of November thru March, we have been getting letters that we owe all of this money. We received a transponder and they took monies from our accounts on a regular basis. The transponders were returned and even though we still use the toll occasionally using cash or debit card, we are still getting letter after letter after letter.

We were sent to a collections agency and in speaking with one of their representatives we were informed that they are getting a lot of complaints concerning this problem and that it is believed that they are doing this to expedite paying off the toll. Also, in their letter to us, there is no mention of any settlement clause or anything.

They have also put a hold on our registrations until the full amount is paid. We just found out that Orange County has this same problem and there is a Class Action LawSuit against them.

I received a report (citation number C132109989) from this organization but it makes absolutely no sense as I have not travelled to San Diego in 20 years! The report states that I evaded a toll earlier this month, but I live in Northern Califronia (over 500 miles away). I checked the date the violation occured and I was working in my office in Northern California on the day itself!

If they do not immediately remove my fine, I plan to report them to the DMV and local state officials for committing fraud. I have read about their schemes all through this site and many others and this is a complete scam. If necessary, I will have my lawyers run through this.

So... I open an account with this "company" , which takes your money up front, so it can be deducted every time you use their road, via transponder, with the promise (false!) you can "manage" your account online...which is virtually IMPOSSIBLE to do, nor by iPhone (Customer service informed me "it isn't compatible")(in this day and age?!?) so, I tried laptop (wrong again! Apparently, laptops aren't compatible with their site either, which is so peculiar, since I could open my account (and they immediately took my money!) with my iPhone...mm So, fed up with the "service", I send back the transponder with a WRITTEN notice of closure of said account, and asking to be refunded the second payment, which they, of course, took, and that very same day.

Today, I receive an email responding to my account closure (AND tracking: transponder was received) stating they will refund my money in FOUR to SIX weeks, "if I don't have charges pending" Is this a joke?!? I returned the transponder the same day they took the second payment!!!(per agreement, if your account falls under 10 dollars, they will take more money.... ) So... No transponder, and No money?!?! Does it takes WEEKS for them to check some pictures on the Internet, and the account?!? These people are just SCAMMERS, who will hold on to your money for as long as they can!!!! No wonder nobody uses that road, and I will make sure to spread the word!! This is NOT fair to "customers"?!?)or should I say VICTIMS...??
