Shamrock was hired to do pier and beam foundation repair and to install a new subfloor. He seemed like a nice enough person, but we came to realize that was just part of his scam/con. After 8 weeks of incomplete work and full payment, they walked off the job.

Shamrock started off by saying they were committed to a 6 day a week work schedule. The average number of days worked was 4. The typical work day was ~1:00 to ~6:00 with an hour for lunch. 6 out of the 8 times that they were paid, they missed the next 3 days of work. I have calculated that Shamrock was present on the Job Site for approximately 4 days / wk x 4 hours / day x 8 weeks = 128 hours. This contributed directly to the slow progress. The original estimate was 2-3 weeks. After 8 weeks, they are approximately 60% finished.

Shamrock requested payments well beyond progress made. This is not customary, but we paid it to help him out due to his alleged family court issues. I held 3 discussions with Shamrock warning them of the risk they were taking by demanding payment without making sufficient progress. I explained that this would lead to them cutting corners, making mistakes, and then covering them up. Shamrock threatened and demonstrated a willingness to walk off the job when we considered holding the payment on 7/17.

The quality of the work started off well. Unfortunately, they spent the money faster than they were completing the job due to the limited attendance. This led to them cutting corners, making mistakes, and then trying to cover it up.

He and his crew repeatedly left a dirty work site. This includes leaving large amounts of debris from the demo in the yard. Leaving trash including fast food cups/bags/bottles lying around and in the work site. Broken window glass. Leaving tools laying on the ground and under debris. We had to clean up the trash repeatedly.

Shamrock also brought and then parked a trailer that impeded work flow. After repeatedly asking them to move it, I had to take it upon myself to move the trailer to an open area so that it could be towed away. Even then it sat for days until he was directed to remove it.

They willfully damaged property including windows (~ 10 broken panes, door knobs (front and back), light bulbs, extension cord (broken ground plug), reciprocating saw and a garden rake. Even though I told them that the windows would be replaced, I asked them to clean up the broken glass and make sure that it is safe. Leading by example, I taped card board over the broken windows to protect anyone from cutting themselves. They did not follow my example. Instead, the next day they would break another window. This made the work space unsafe.

Several times I found bottles of Bud Ice on the job site. I have picked up or thrown away 5 empty beer bottles and collected around 2 dozen bottle caps. This is incompatible with a safe work zone.

Shamrock did not supply adequate tooling on the job site. Their tools consisted of a circular saw, a rake, 2 wheelbarrows, a crow bar, a hammer, a rock hammer, and one large chop saw (used part of the time). Without permission, they began using my Ryobi tools (damaged the reciprocating saw) and rechargeable batteries, extension cords (damaged). These tools were not intended for this level of work. They should have been able to supply their own rugged equipment.

Shamrock made it difficult for other contractors to work on the job site. They chased away some prospective suppliers. They unnecessarily criticized the plumber and made a hostile work environment for him.

I hope others come forward to report their issues with him so that he is no longer able to work in this state again. He runs the con that he does because he knows the best you can do is file a civil suit. Hopefully enough people will come forward and this will be brought to the attention of the Attorney General.
