I had initiated contact with Karissa back in July 2021 via Instagram where she advised that a puppy would cost me 1500$ and that she would reserve me the first bid on a yorkie/ poodle mix breed pup, which were expected to be born within the following 2 months or so. I made my deposit payment of 500$ as she stated it was necessary to reserve a pup. I also signed an e- contract on their website which they have for everyone to see.

The time frame came and went and I received no updates on whether the puppies were in progress. After reaching out a few times, she finally replied to confirm that the mom dog was pregnant. I was told I'd get pictures and never received anything. Around the time for the due date, I reached out for updates and was told that the dog was actually never pregnant and that it was a false pregnancy. She stated that I could wait for the next batch in a month. Which I was fine with.

During that time I was offered other pups, however she was asking for more money on top of what I had already paid (1500) I declined. After the additional time passed she then stated I'd be waiting another 2 months.. I said ok and then became worried that I was going to continually be pushed back so I requested my money back as I had not received a puppy. Which she declined.

I purchased a puppy from Karisa Palmer of Peace Puppies in February of 2018. The dog that I purchased was supposed to be an AKC, Purebred, Yorkshire Terrier Puppy, who was to have compact features and was supposedly charting 3 - 3.5 pounds full grown. Per our contract, the puppy was to come with AKC papers, vaccinations, a health guarantee, and her projected weight, was supposed to be based upon the breeders past experience with her line and the dogs current size, which she stated was 1.14 pounds the day before I picked her up (10 weeks of age).

I got the puppy and immediately noticed the large size of its ears, and muzzle; definitely not compact features. The breeder did not provide me with any AKC papers; stating that she applied for them and she was awaiting their arrival. The breeder also mentioned that the puppy had not yet received any vaccinations. She stated that her vet did not feel comfortable vaccinating a dog under 2 pounds.

The puppy also had worms.

I took the puppy to my vet, a few days after picking her up from the breeder and she was 2.68 pounds. At 11 weeks I returned to the vet and she was 3 pounds (already the advertised adult weight).

I learned from the vet that vaccinations can indeed be administered to dogs under 2 pounds in size. The vaccinations are to be administered based off of age, not weight. Several other breeders let me know that this was very negligent for the breeder to never worm or vaccinate the puppy.

I reached out to several breeders in an online Facebook community to see if this was a normal amount of weight for a Yorkshire Terrier puppy to gain. It was unanimous among the breeding community, that I was deceived. Either the breeder used an uncalibrated scale when she claimed the puppy was only 1.14 pounds, or she used an old image to depict a smaller dog.

I reached out to the group administrators for the Facebook site that I saw the breeder’s advertisement listed on, and learned that I was not the first person to file a complaint against her. In actuality, I was the 3rd person to file a complaint!! Apparently one lady purchased a dog that was supposed to weigh 4 pounds but ended up growing to be over 16 pounds. And another woman’s dog was supposed to be between 4-5 pounds full grown and ended up weighing over 8 pounds.

Because of all of these red flags, I decided to have genetic testing done on the dog and discovered that she was not even a purebred Yorkshire Terrier. I also learned through genetic testing that she carried two genetic gene mutations for Degenerative Myelopathy; a genetic disorder that typically affects dogs in their senior years and causes a loss of use in their hind limbs.

I attempted to settle on this matter with Karisa Palmer on numerous occasions. I contacted her on the phone asking to return the puppy back for a full refund, or asking to get 3 fair-market estimates based on the puppies actual weight and features and be refunded the difference based on their estimates; but she refused.

I reached out to PayPal and filed a claim stating that she had breached our contract. I won the case with PayPal, but they required that I return the puppy and provide tracking information in order to receive the refund. Because this is a puppy and not just a t-shirt that I could throw into a box and ship, I offered to fly the dog back to Rhode Island, to the Breeder, as long as she would sign a form stating that she had received her back. Unfortunately the breeder contacted PayPal and stated that if I were to return the puppy she would refuse to accept it back. For this reason, I did not feel comfortable, hopping on a flight and attempting to return a puppy that I knew was going to be denied. At this time, PayPal advised me to file a law suit against the breeder.

On March 22nd I filed that lawsuit. Our court case was July 16th and of course the judge sided in my favor. He ruled that the breeder was to refund me the cost for the vaccinations, as well as the adjusted value for the dog which was determined by 3 reputable Yorkshire Terrier breeders.

The dog I purchased which was supposed to be 3 – 3.5 pounds, currently weighs 8.5 pounds at 7 months of age. She does not have compact features and is nothing as stated in the advertisements.

I recently was notified of a new website that the breeder posted which lists a new contract asking buyers to sign away their constitutional rights before purchasing one of her puppies! It states in her new contract, “Buyer agrees there will be no complaints bashing or negativity posted on ANY social media platform regarding the breeder or the puppy purchased.“ This is your constitutional right to freely speak, especially if someone has wronged you. She also states “Upon signing this contract the buyer is not allowed to file any Legal allegations.” These laws for freedom of speech and the right to file a law suit, are in place to protect people from others and from themselves, when they do not know any better! The right to sue someone has been established to protect people from breeders like Karisa Palmer!

If you are considering purchasing a puppy, I strongly urge you to look elsewhere. This breeder is extremely dishonest and will rip you off for every dime that she can!
