I pulled into the Walmart parkinglot around 8:55am, and walked to McDonalds which shares a parking lot with Walmart. I ate my breakfast, and then walked to Walmart to do my shopping. When I came out to my vehicle I found an orange paper on my window, and a boot on my tire. The reason listed on the notice was that I was not a current customer, odd as I had just spent money in both businesses utilizing the parking lot.

I removed the notice from my car and went into Walmart and asked to speak with a manager. I was given handed off from manager to manager until finally an assistant manager AJ called the Asset Manager Cody who proceeded to tell me that it was not Walmarts problem because the booting company was a private contractor. I showed him my reciept that totaled $136, and the time stamp on the reciept which was 30 minutes after the timestamp on the boot notice. The asset manager still insisted that it was not his problem, despite me arguing that the towing company was working under the authority of Walmart, and I was booted for not being a customer when infact I was inside their store when the booting occured. He still insisted that there was nothing he could do.

Because the Walmart personel were unwilling to assist me I decided to go out to my car and work with the booting company. On my way out to my vehicle I was confronted by two individuals, Chris Dallies, who claimed to be the owner of the company, and his cohort who refused to give his name. They approached with a threatening attitude, and told me that they would only remove the boot once I paid $80 in cash. I told them that I did not have cash on me, and the sidekick said "We take credit cards also." I showed them my reciept, and asked that they remove the boot from my vehicle, but they became more agressive and threatening, and insisted that I needed to pay them before they would consider unbooting my vehicle. I must admit that I became angry and returned their language to them.

I realized that I was becoming too angry to talk with them, so I walked to my vehicle and started making calls until I was connected with the General Manager of the Orem Walmart. I explained the situation to him, and he said that it was becoming a problem with that company. He said he would call the owner of Parkway Authority, Chris, and tell him to take the boot off my vehicle.

Chris and his companion waited for over an hour after the call before they would remove the boot from my tire, and tried to intimidate me by walking around my vehicle holding their phones up as though they were recording me, and making threatening suggestions telling me that they have my information and know where I live. After nearly an hour of this I called the manager again and asked if he had spoken with Chris, he was surprised that the boot had not been removed, and said that he would call them again. It was obvious when the call came through because they were both clearly upset, but the lackey did come over and take the boot off, while threatening me that he had my information, and knew how to find me.

I should have contacted the police, but I was too angry to think about that until I was driving away.

On January 25, 2017 I parked at a Walmart in Orem to purchase some Chapstick. I had an appointment across the street at UVU and left my car in the parking lot for two hours. I have always been well aware that warm in Provo have towing companies that use predatory practices. Before I left my car at the Walmart parking lot I looked to see if there any signs posted stating that I cannot leave my car there. I did not see any signs posted. When I got back I noticed that my car and many other cars had boots on them. I called the number to the towing company and a man named Chris came. I pleaded my case to him but he had no sympathy. I asked him where the signs were posted that said I could not park there. He pointed to two entry points at Walmart. I walked over there and I saw that there were signs that said current customer parking only. I walked over to the entry point where I entered and there were no signs. I told him that there was no signs posted where I and many others have entered. I also mentioned to him that I had a receipt from Walmart and then I made a purchase earlier. I asked him what defined current customer parking as defined on the sign by the two entry points. Once again he didn't care and told me that if I did not sign the paper and give him my information that he would not take off the boot. Feeling like I had no other option I gave him my credit card information and I signed the receipt against my will. I told him I would be fighting this charge . I told him that I was going to talk to Walmart management and try to get this resolved. I mediately walked into Walmart and talked to a manager I asked her what her policy was at that Walmart. She told me that the policy was someone can park there for 24 hours. I asked her if she could do anything to help me and she told me that I had to take it up with the towing company. Upset I called Walmart corporate and filed a complaint. Then I walked out to take pictures of the surrounding area to show that there were no signs posted. While I was taking pictures the employee owner named Chris pulled up and in a threatening manner asked me by name the name of my wife. Later he told me that he had my information and not just my information but even more than my information than I thought he had. After being threatened by this man I called the police. All the police did was talk to both him and I. I am extremely upset that this practice is allowed by the city of Orem/Provo. I contacted the mayor and city Council at Orem and I'm planning to contact the mayor in Provo . This type of predatory booting needs to stop. I have contacted my credit card company to let them know that I was forced to give this individual my credit card. I'm still not sure what the outcome will be. It is not about the money it is about the manner of dishonesty and endangering my family to some man I have no idea who he is. This particular subcontractor of Parkway authority would not give me any of his credentials. He had no uniform no marked vehicle no badge indicating that he was a ligitmate company. My mistake was that I gave him my information when I should've called the police first. If you are reading this and you have become a victim of these companies as well. I invite you to contact the mayor of your city to let them know that this has to stop .
