They then falsify reports against these individuals. Such as anyone who goes onto the beach after 5pm, which is when admissions for the day are over, but if anyone does it enough, they get upset and log that person saying that person isnt paying, even though they arent required to, they then scheme with the police department to falsify some bogus charge to fine the perrson for how much they think that person is getting away with paying.
