Kenneth Vodusek Dba KV Electric provided electrical services at my property through two (2) government executed/administered contracts. Emergency Property Rehabilitation and replacement Septic System was required at our home that prevented my son and I from physically residing in our home for over 1-1/2 years. Six month were as a result of substandard electrical services provided by KV Electric that may have resulted in irreparable harm to my son and I. Although Ken Vodusek performed the the electrical services at my home, he is NOT a licensed electricial; however, he works under the cover of Paul Fitzhugh, the licensee who is a Master General Electrician.

My son andI were unable to reside in home nearly six months from 20 Aug 2014 - 13 Feb 2015, due to required notification process to afford Fitzhugh the opportunity to abate violations; however, he ultimately failed to abate violations and paid Civil Citation 6 Nov 2014;

- KV Electric was paid for electrical services 20 Aug 2014;

- On 19 Sep 2014, AACO sent Initial Notice of Violation and Fitzhugh failed to respond;

- Fitzhugh was non-responsive to telephone calls from AACO I & P from Bill Bryant, Joe Jones and Frank Speaks.

- On 7 Oct 2014, AACO Sent Final Notice of Violation, to include Civil Citation with a suspense of 6 Nov 2014;

- Fitzhugh walked into AACO I & P and paid Civil Citation on 6 Nov 2014, which deemed an admission of guilt;

- The Health Dept contract for septic system electrical violation was not abated by Steed Electric until 27 Nov 2014;

- The ACDS Property Rehabilitation electrical violations were not abated by Patriot Electric until 13 Feb 2015.

About the Licensee:

Paul Fitzhugh, Master General Electrician is a Crofton resident in Anne Arundel County. In 2011, Anne Arundel County issued Paul Fitzhugh a Master General Electrician’s license to provide electrical services in Anne Arundel County who assigned his local license and state license to: KV Electric located in Anne Arundel County (Pasadena). "Assignment of local license" means Fitzhugh, the licensee granted to another person (KV Electric) a right to use his local license to enable that person (Kenneth Vodusek) to engage in the business of providing electrical services.

Kenneth Vodusek owns/operates KV Electric, a sole proprietorship with no employees other than himself and is not a Master Electrician and does not have a Construction license as required. Vodusek may only provide electrical services while under the supervision and control Fitzhugh the licensed master electrician and Fitzhugh is responsible for the electrical services that Vodusek provides.

Fitzhugh failed to provide Vodusek supervision, substandard electrical services performed by Vodusek resulted in Anne Arundel County sending Notice of Electrical Violations to Paul Fitzhugh. Since Fitzhugh failed to correct electric violations, Anne Arundel County issued KV Electric, Paul Fitzhugh a Civil Citation. On 6 Nov 2014, Fitzhugh paid the Civil Citation fine and avoided trial; however, this deemed an admission of guilt.

Maryland Anne Arundel County Building Inspection & Permits issued Notice of Violations (Final) & Civil Citation in the amount of $125.00 fine which failed to comply with AACounty Code.

Anne Arundel County (AACO) Inspection & Permits (I & P) investigated the Electrical violations and Licensee matter since 5 Sep 2014. AACO I & P took the licensee, Paul Fitzhugh before the Board of Electrical Examiners after I sited all alleged electrical violations regarding this matter, to include fraud committed.

The Septic system electrical requirements were accomplished under two contracts, the Health Dept Septic System Installation Contract and ACDS Property Rehabilitation Contract.

On 27 Jun 2014, AACO County Dept of Health prematurely issued a Notice of Compliance and on 30 Jun 2014 the Health Dept finalized/completed the Septic Permit T02042460. Ken Vodusek Dba KV Electric failed to acquire an electrical permit under the Health Dept contract for the installation of replacement septic system. As a result, electrical requirements were not completed and/or inspected. When the Health Dept completed the Septic Tank Permit, the source of power for the system was an extension cord.

On 18 May @ 10:00 am, Anne Arundel County made history! It was the 1st time ever that Anne Arundel County Electrician Board conducted a hearing to hold Paul Fitzhugh, Master Electrician accountable for electrical violations provided at my home in the county. As a result, effective 27 May 2015 the county suspended Paul Fitzhugh' Master General Electrician's local license for five (5) years.

The Maryland State Board of Master Electricians is conducting further investigation regarding this matter since Kenneth Vodusek DBA KV Electric remains licensed in numerous other counties throughout Maryland.
