Between 2013 and 2016 Julian Development LLC of Fairfield Connecticut has present 2 fraudulent Erosion and Restoration Bonds on a excavation and trucking project located in Plainfield, CT and four fraudulent bonds associated with three projects that the Town of Fairfield, CT allowed Julian to bid on. Of the bid's Julian's had placed bids on they were awarded two of those bids. Julian defaulted on both the excavation at the Town of Fairfield's Municipal Yard as well as on the excavation project located in Plainfield, CT. The project located at Fairfield's Municipal Yard , the Julian's allegedly has dumped over 2,000 cubic yards of contaminated soil at the Town's property. Currently the Town of Fairfield. The Town has attempted to use the performance bond that the Julian's presented but because the bond was found to be fraudulent the Town was left empty handed. The Julian's presented 3 fraudulent bonds issued by Newport Insurance Company Inc and one fraudulent bond issued by Great Northern Bonding ltd.

The project in Plainfield the Julian's presented a $240,000 fraudulent Erosion and Restoration Bond issued by Great Northern Bonding ltd. as well as a fraudulent bond issued by Newport Insurance Company. Other issues that complicated matters is that the Julian's never took out the required State ( CTDEEP) (CTDOT) and Federal (MSHA) permits. Allegedly it will cost over $400,000 to correct the Erosion issues on this waterfront property. Julian's also breached the contract by not fulfilling the length of the contract as well as continuing with the required minimum by weekly payments that were negotiated when the property owner sued the Julian's in Federal Court in 2013. Numerous news articles have been written in 2013 regarding the fraudulent bonds. Google up either of the two Bonding companies mentioned above.
