HomeServe has entered into some sort of "partnership" with DelCo (a water utility located in the Columbus, Ohio area) under which HomeServe will be attempting to sell an exterior water line repair service to DelCo customers. I have no idea what the exact nature of this partnership is because so far both HomeServe and DelCo have refused to disclose to me, a DelCo customer, a copy of the Agreement. This refusal is probably due to their desire to conceal as many details of the “partnership” as possible from the PUBLIC. Why else would they fail to be above-aboard and get everything out in the open? Customers who sign up for the HomeServe exterior water line repair service are assessed a monthly fee. But, according to a telephone conversation that I had on March 1st with Glenn Marzluf, who is DelCo's General Manager and CEO, there is only a 1 in 500 chance that in any given year a DelCo customer's exterior water service line will develop a problem. In percentage terms, that means that the annual failure rate of DelCo water service lines to homes is 0.2% or, rounded, the failure rate is ZERO! HOMESERVE'S FAILURE TO DISCLOSE TO DELCO CUSTOMERS that the actual exterior water line failure rate is close to zero means that the program is in essence a scam that will just simply create a stream of monthly payments from ratepayers here in Ohio all to benefit of HomeServe. Initial estimates, which are being refined in a paper that I will be publishing shortly, are that on a net basis consumers and the local economy here could LOSE HUNDREDS OF THOUSANDS OF DOLLARS per year, depending on how many sign up for this scam. In Ohio alone, there are 84 complaints filed with the Ohio Attorney General against HomeServe. If you input the search string "HomeServe scam" in a Google search you will see article after article after article discussing the inherently deceptive manner in which this unnecessary service is being sold. This company is preying on the ignorant, naive, and most vulnerable. I'll have much more to say shortly when my investigation of this incident involving DelCo here in the Columbus, Ohio area is complete.

I bought a home at an Auction. I asked for everything to be covered. They read the terms and conditions so fast and worded things like up to 10,000 in repairs and replacement....of parts. they do not replace and what the call parts is the parts they choose to repain and some are just simply not covered. I spent more time without A/c then I ever have with no homewarranty. I put it on 2 homes and one took weeks to get someone out. They had no worry at all about it till I called daily upset about the home I was living in and after weeks finally sent someone out to the old house. They hire Jokers to come out. I was charged for my condenser to be cleaned and they only cleaned the front of it not the back or sides. I paid 500 out of pocket b/c they only covered one pound of freon and we needed 3. I I can give 0 stars or negative I would. THe customer service finds every loop hole to leav you screwed and the people charge more b/c of the home warranty. I have never paid so much. Then my A/c stopped again took days again to get someone out. was a simple fix and a week later the compressor goes out. Guess what it not covered. Apparently it isnt a part? 9k for a new unit out of pocket. I call again b/c I thought i might be smelling gas. I specifically said I wanted everything covered. The lady I spoke to was so rude talked over me when I talked. They had to pull the call to see if they can do anything. THey heard me say I wanted EVERYTHING covered but I did not specifically ask if the gas line was covered so there is nothing they can do when it is the only thing apparently I am not signed up for. I tell her I may smell gas so now I cant sign up for it they wont back date it apparently 3 months ago it wasnt available in my area but now it is. when they ask about inside lines outside lines electric water heater tons of things i pay seperate for each and oi specifically say EVERYTHING still sorry about your luck. In 3 months I have spent over 10k that homeserve did not cover while I pay them monthly for nothing. The dont have empathy or understanding or see hwat it is like being a mom of 4 trying to have protection and think my back is covered when all they do is make my life hell everytime I gave them a chance they failed. Never once were they about the customer. It is a SCAM

I purchased several home warranty contracts through information in my electric bill, from PSO Electric. I purchased nine plans in all, one being - Plan # 196644274 Cooling System. Well, it seems it is like buying a "vehicle warranty" and not having the motor or transmission covered. I was told that the plan covered up to $1750 per term (year) by the person who called to sell the plan. My A/C went out on 09/09/23 so I called a claim. I was told someone would call me within two hours to come repair it. I waited and this did not happen, so I called back and was told HomeServe USA did not have anyone in my area. If I knew a company to have their company call back, they would approve them. I did this and was told they would put in a request and it might not be till later that day. The person on the phone gave me a "contractor's phone number" for the repair company to call. The phone number 844-876-4709 was disconnected. So, I called the original number back, and Chris – Badge # 336059 told me that he would put in the request. So, I called back and, got Charlene on the phone called my repair guy, and spoke with him. She then told me the compressor was not covered. That totally blindsided me. My question is what on earth could cost $1750 to repair and not be a compressor or fan motor? This policy is a complete rip-off. I want them to fix the compressor as the salesman told me would be covered the day, he called to get me to add the Cooling System coverage. Otherwise, I want ALL my premiums back on all the policies since they seem to be not worth the paper written on. Also, I have requested them to mail me copies of the policies on numerous occasions to get nothing in the mail. If I had seen that the major parts of the A/C were not covered I would have canceled the sham then. I have to assume that is why they don't send copies of the policies to you. You will be able to see that the policies don't cover the major items. Why buy a policy that covers nothing major?

Warning: my mom is out $750, but you don't have to be.

Upon becoming power of attorney for my elderly mom, i reviewed her bank statements i noticed three odd withdrawals for a total of $31.42 - going to homeserve usa 601 merrit 7, 6th floor norwalk, ct 06851 phone (866) 549-4877

I called their customer service phone number 1-855-336-2465 and spoke with allen bower employee id #924683 in florida. He explained that my mom was enrolled in 3 protection plans for water, sewer and gas lines for a total of $31. Per month. I advised that my mother is almost 80 years old and doesn't know anything about these plans or have any paperwork regarding enrolling in these plans. He advised that she was enrolled by outbound call representative maythya utsey on january 21, 2021, but there are oddly no notes regarding the enrollment conversation. He said where there should be notes, there was only an "x". I let him know that my mom has no need for such plans because her home and subdivision are only 19 years old and the chances of her water/sewer/gas lines failing in a lifetime were remote at best. I asked him to refund my mother's money. He advised he would cancel the plans and would have to file an enrollment dispute request and that i should get a call from management within 48 hours. Upon hanging up, i sent an email to their customer service department seeking to confirm the cancellations and that the dispute process had begun. I also looked up the company on the better business bureau and found that they have had 731 complaints in only 3 years. The next day i spoke i got a call from shawn clark with the office of the president, t: 423-680-5171 f: 305-503-9571 [email protected] shawn advised that he has requested the original phone call between the outbound representative and my mother and that it could take 48 hours for it to be retrieved and reviewed. He then proceeded to "sell" the benefit of their plans and explain that homes as young as my mom's could still need this type of protection plan. I replied that the chances are so remote that it could not justify an 80 year old on a fixed income to incur the expenses. He began to "sell" me that he knows many people with homes less 10-20-30 years old that have had failing sewer lines. I asked him what percentage of homes less than 20 years old will experience failing sewer lines? He could not provide an answer. Why not? Because it is the extreme exception, not the rule. He was obviously irritated and he kept telling me that i am not listening to him. Blah. Blah. Blah. We hang up and he calls me back in less than 5 minutes and explains that they have miraculously already found the 2 year old call, reviewed the call and now claims that my mother called their office and enrolled in their plans and he would not refund her money. Amazingly, this is the exact opposite of what their customer service rep told me the day before when allen bower explained that my mother was called by their outbound service representatives maythya utsey and enrolled in the plans. When i requested to hear the call for myself, shawn said that is not possible. He stated that he would not let me hear the calls without a lawyer, court order and subpoena. His defensive demand for me to get a lawyer was all the evidence i needed to know that he was making the whole thing up. With over 731 written complaints in 3 years, imagine how many people have been robbed and never made a complaint. I am a Senior Citizen that wants to keep their property in good shape to avoid any damages. I received several letter and calls regarding getting the HomeServe Water/Sewer Home Warranty and I added the Interior Plumbing. They stated HomeServe was part of the City of Houston so I thought ok as long as they work with the City. Well, they were not part of the City part waited to late to check on it. HomeServe used Deceptive and Misleading Practices to add me to their customer list. HomeServe thought Senoir Citizen will trust faster than the younger generations so they are successful with the tactics.

During the plan period, I did not need to call them but I had a sewerage smell in my home. I requested a service call for the issue so they sent a company name Texas Quality Plumbing. This company subcontractor the work to another non licensed but I thought would stand behind the work. Texas Quality Plumbing decided to replace a seal under the commode and all time telling there is leak under home. I asked why would you replace the seal under the commode if it will resolve the issue so HomeServe covered the cost. A day later the smell was back in the Master Bedroom Bathroom. Since the commodes are back to back in the home, the smell switch from the full bath to Masterbedroom bath.

Of course, they knew I would need to call them back so I called HomeServe again. Texas Quality Plumbing stated they needed to dig under the house so I expressed my concerns to HomeServe. HomeServe said they would speak to Texas Quality Plumbing then HomeServe tells I would need to pay $500.00 and they pay the remainder. I asked why am I paying $500.00 for a job that should have been resolved on the 1st trip. HomeServe representative says "we paid for the services and that amount was subtracted from 2500.00 and to repair under the house is over $2000.00. I went back and forth for 2 days then spoke to someone that read my plan. He said I appreciate your persistence with resolving the issue because you are covered for the entire amount without any out of pocket.

On February 22, 2018, a crew under a different name than Texas Quality Plumbing dug under my home and broke one of the Foundation Leveling Piers. I checked with the City to see if Texas Quality Plumbing pulled a permit for the job and the subcontractor did not pull a permit.I heard the loud noise in the house and ran outside to ask what happened but started speaking Spanish and I did not understand. I called Texas Quality Plumbing to report it and was told by the owner any damages done that Texas Quality Plumbing would take care of it. It took another 4- 5 days for Texas Quality Plumbing to come back. I called HomeServe again to report that Texas Quality Plumbing had someone dig up my property, didn't make sure it was covered so no one would fall in it.

Texas Quality Plumbing called when it started raining to give that reason " It's Raining". They took pictures of the before and after which shows the broken foundation pier that they refused to repair. I requested several times for a different contractor and was told I needed to pay $75.00 for an existing service request. I told them I would not pay for services that caused more damages to my home and the issue still unresolved. They told I would need to have same company that caused damages to comeback out for repairs. I asked "Why would I allow them back my home to cause more damages?" I might have been gullible initially but my eyes are open now.

In an effort to get issue resolved, I filed a BBB complaint and told them not to debit account until this is resolved. Then I got a call from Lacy Lively (RM WOW Specialist) that stated I sorry you are having an issue but we can send Texas Quality Plumbing. I told her no because they caused foundation leveling issue. I involved my Homeowner Insurance Company and inspected the pictures which they agree that there wasn't a leak to be repaired. Lacy could you send the pictures to me and I send the same day without a response. On May 3 , 2018, HomeServe decided to debit my account for monthly payments after they were told not to debit until issue was resolved. I left a message for Lacy Lively and she called me stating she did not received the pictures so I sent them again.

So the offer the inspect pictures and resolve the issue with another contractor or another option without out of pocket. After receiving the pictures, she says I have another option...You can call a contractor and have them dig under the house and they make the determination there is foundation damage. Then they would take a look at it issue again. That is asinine and more tactics to take advantage of a Senior Citizens. Now HomeServe contractor damage is causing stress on the entire house. I got an estimate to repair Texas Quailty Plumbing damages and added damages from their incompetence in the amount of $12,000.00.

HomeServe installed a new boiler system for home heating. Called on 12/13 due to no heat. Came 12/14, bled pipes and heat cannot be regulated now - 84 degrees in house. Called again and tech came out Friday 12/15 and said had no idea and guy who installed needs to see it. Was told he’ll be here Monday 12/18 between 12-4. Just called HS and they said they cannot get in touch with technician so we have no idea if they are coming. We have had to use the emergency shut off to stop the heat from coming up since it cannot be regulated. This is an emergency and the company is not responding!!!

I recently (April, 2017) became aware that Home Serve USA has been automatically taking money from my checking account, in the form of annual contract renewals. This has been going on for at least 7 years. I am meeting with bank officials to try to determine how much further back this practice might have started. The 7-year total is $1288.32. I have never had or signed a service contract with Home Serve USA nor any of the 10 alternate business names they use.

I did find out by scouring the internet that HomeServe USA has been in partnership with a company I once had a contract with, Aqua (presumably for water and sewer line coverage). For the past 10 years. Aqua’s site says that they permitted Home Serve to solicit from their client list. I cancelled my contract with Aqua around 2009 or 2010 after I realized I didn't have the coverage I'd been told I was paying for. I do recall getting lots of “junk” mail regarding water and sewage coverage over the years, and I’ve promptly thrown it all in the trash. Home Serve has never contacted me my phone. The only possible solicitation has been by mail and has always been unanswered. I have signed no written contract nor given verbal consent to such.

I called and requested and received (April 29th) copies of two contracts that they claim belong to me.
